"This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 03, 2017, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, TAPinto (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

VII.  FINANCE, Janet R. Previte, County Financial Officer

  1. RESOLUTION -    Acknowledging compliance with the Division of Local Government Services, for the 2016 County Audit.
  2. RESOLUTION -    Requesting the insertion of an item of revenue and the like sum as an appropriation in the 2017 County Budget for the Clean Communities Grant for 2017, in the amount of $80,095.45.
  3. INTRODUCTION -     Bond Ordinance No. 2017-03, Providing for Various Additional 2017 Capital Improvements, by and in the County of Hunterdon, State of New Jersey; appropriating $4,850,000 therefore and authorizing the issuance of $4,560,000 bonds or notes of the County to finance parts of the costs thereof.

VIII. GRANTS

  1. RESOLUTION -  Approving a grant agreement with the New Jersey State Council on the Arts, for the Local Arts Program, administered through the Cultural and Heritage Commission, in the amount of $66,464, (State funds - $45,000; County Match - $21,464).
  2. RESOLUTION -  Authorizing a Municipal Alliance Subgrant Agreement with Clinton Township, for the North Hunterdon Regional Alliance, in the amount of $27,511.
  3. RESOLUTION -  Approving a Clean Communities Entitlement Grant, for the Division of Health Services, in the amount of $80,096.45.

IX.  PURCHASING, Raymond E. Rule, Jr.

  1. RESOLUTION -  Approving Requisition #R7-05457, using State Contract #A-42261, with E.O. Habegger Co., Inc., for above ground Storage Tanks and Equipment, for the Mt. Airy Garage, in the amount of $98,400.
  2. RESOLUTION -  Approving Requisition #R7-05460, using State Contract #A-42270, with Independence Constructors, Inc., for Fuel Tank Removal and Installation, for the Mt. Airy Garage, in the amount of $106,635.
  3. RESOLUTION - Authorizing the award of County Bid #2017-13, for Replacement of the Route 31 County Complex Buildings #2 and #3 HVAC System, to ENL Mechanical, Inc., in an amount not to exceed $515,000.
  4. RESOLUTION -  Authorizing the award of County Bid #2017-16, for the Demolition of various Structures throughout the County, to Messercola Excavating Company, Inc., in an amount not to exceed $148,340.
  5. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Clucas Farms, for Block 38, Lot 8, (Cold Brook Preserve), in Tewksbury Township, amount to be received annually of $6,661.20.
  6. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Derwood Farms, for Block 74, Lot 2, (Three Bridges North Section of the South Branch River Reservation), in Raritan Township, amount to be received annually of $1.00.
  7. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Grochowicz Farms, for Block 37, Lot 28, (Van Leight Maintenance Area), in Bethlehem Township, amount to be received annually of $488.25.
  8. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Gural Farms, for Block 11, Lot 9, (Crystal Springs Section of Teetertown Preserve), in Lebanon Township; Block 58, Lot 1 and Block 77, Lot 9, (Point Mountain Reservation), in Lebanon Township; and Block 19, Lot 12, (Hoffman Park), in Union Township, amount to be received annually of $17,313.10.
  9. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, William T. Jelliffee, III, for Block 1, Lot 9.01, (Musconetcong Gorge Preserve), in Holland Township, amount to be received annually of $1,404.00.
  10. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Kocsis Farms, for Block 5, Lot 1.02, 7, 9 and 11; and Block 6, Lot 1.02, (Schick Preserve), in Alexandria Township, amount to be received annually of $9,752.60.
  11. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Laine Farms, for Block 75, Lot 8, (Clover Hill Park), in Raritan Township, amount to be received annually of $0.00.
  12. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, New Village Farms, LLC, for Block 2, Lot 9, (Smith Tract-Musconetcong River Reservation, in Holland Township, amount to be received annually of $2,687.50.
  13. RESOLUTION - Authorizing the award of County Bid #2017-17, for Agriculture Farm Maintenance Agreements for various Parks and Recreation Division properties, Pandy Farm, for Block 15, Lot 1.01 (Hilltop Preserve), in Raritan Township; Block 5, Lot 5, (Landsdown Meadows), in Franklin Township; and Block 30, Lots 18.01, 36.01 and 36.02, (Wescott Preserve), in Delaware Township, amount to be received annually of $7,374.33.
  14. RESOLUTION – Approving a Professional Services Agreement with Heyer, Gruel & Associates, for planning services to examine Land Use and Planning Policies and Procedures for the Economic Development Division, in the amount of $13,000.  

X. FARMLAND/OPEN SPACE PRESERVATION, Sue Dziamara

  1. RESOLUTION -  Approving upon the recommendation of the Parks and Open Space Advisory Committee, an application for Cooperative Assistance Open Space Grant, for Delaware Township, for the Millner property, Block 3, Lots 19, 19.01- 19.04, (Delaware Township); and Block 50, Lot 5, (Franklin Township), in the amount of $728,850.00.

  14. RESOLUTION -    Authorizing the release of a Cash Maintenance Bond, for Roadway Improvements to County Route 513, Block 22, Lot 19, in Union Township, to the Pittstown Road Association, LLC, in the amount of $3,750.
  15. RESOLUTION -    Authorizing the release of a Cash Maintenance Bond, for Roadway Improvements to County Route 613, Block 89, Lot 1, in Readington Township, to the Investors Savings Bank, in the amount of $770.
  16. RESOLUTION -    Authorizing the release of a Cash Maintenance Bond, for Roadway Improvements to County Route 523, Block 8, Lots 4, 5, 6 and 7, in Readington Township, to the William Hotz Investors Group, Inc., in the amount of $13,591.
  17. RESOLUTION -    Approving Change Order #2, for County Bid #2016-19, Drainage Improvements to Route 519, in Kingwood Township and Route 635, in Bethlehem Township, with JTG Construction, decrease of $16,507.66.
  18. RESOLUTION -    Authorizing the County Insurance Broker, Tom Narolewski, to execute an annual Music License Agreement with BMI.

  1. Milford Merchants Association, requesting permission to close a portion of a County Route 519 during their annual Halloween Parade, on Sunday, October 29, 2017, for approximately 15 minutes, starting at 1:00 p.m.
  2. Milford N.J. Fire Co. Inc., requesting permission to conduct a Coin Toss on Saturday, October 28, 2017, from 8:00 a.m. until 4:00 p.m., at the intersection of Bridge Street and Railroad Avenue; County Route 519 (Frenchtown Road) in front of the Milford Public School; and County Route 519 (Water Street) in front of the Firehouse.
